The Chemical Industry Southwest Research & Design Institute (SWRDICI), a subsidiary of the Haohua Honghe Chemical Co, has seen some progress in its training program for young staff members in research and technology departments, in various ways.
Fifty-four percent of the company’s total staff are below the age of 35 and, thanks to the training, 65 percent of the scientific research team leaders and project managers are below 35. One major part of the company’s top management work is the selection of leading workers as part of an improvement and a cultivation plan under the 12th Five-year Plan and the annual training program.
This involves the following: First, re-education and training programs that are constantly improved, with special training programs on systematic technological project development and management in recent years. Nearly 470 people have taken part in training on technological innovation methodology and analysis at the institute, with around 30 getting special qualifications in chemical engineering, 29 in of Tsinghua University correspondence courses for team leaders, and 8 reserve leaders in Central Committee Party School training courses.
Second, heads of research are selected from young workers. The institute has taken part in 13 national scientific research projects in recent years, such as Program 973 and Program 863, and has appointed innovative, able young researchers as project leaders, with older colleagues as backup. Third, there are annual research paper contests. Over the past two years, young researchers have presented 87 papers and have won prizes, and 40 have appeared in professional publications. Fourth, there is career planning for young workers, with a high-level talent training system for young workers in accordance with the institute’s development needs. Career plans have been filed, experts have conducted one-on-one tutoring, and there is a follow-up system for training young leaders.
