The ChemChina Petrochemical Corp held a meeting to announce its purchase reform project at the Shandong Huaxing Petrochemical (Group) Co, on Oct 30, with officials from CPC and Huaxing Petrochemical along with project team members taking part in the ceremony.
Presiding over the meeting was Liu Zhongbin, the Huaxing Petrochemical CCO. Wang Lei, a consultant from Accenture, described the project for the participants, while Liu Zishen, ChemChina Petrochemical’s CCO, spoke about Huaxing Petrochemical’s purchasing department personnel arrangements, and explained the organization of the teams purchasing crude oil, catalyzer, solvent, additives, spare parts, components, and chemical products, and the specific work arrangements of the teams.
Sun Xueyi, Huaxing Petrochemical’s executive deputy-GM, said the company would fully support the CPC purchase reform project, increase communications with CPC leaders and experts, and seek maximum economic benefits from the project, through safer production.
Liu Changcheng, CPC’s assistant to the GM, said that this purchase reform project is an important move by CPC in its transition from strategic management and controls to operational management and controls, and that it will have a far-reaching impact. The various departments and subsidiaries involved need to completely understand their responsibilities, Liu added, and speed up the implementation, improve management, and emphasize the importance of training to make fuller, more positive, use of centralized purchasing and meet corporate development needs in view of the new circumstances. Reform project leaders then arranged a training session on centralized purchasing for various personnel, after the meeting.
