The China Petroleum and Chemical Industry Federation held a news conference on June 20, in Beijing to release a list of 2011 benchmark enterprises of energy efficiency for leaders in the domestic petroleum and chemical sectors.

Products of the first batch include synthetic ammonia, methanol, diammonium phosphate, sulphuric acid, calcium carbide, sodium hudroxide, polyvinyl chloride, calcined soda, yellow phosphorus, and tires. 42 benchmark enterprises have become the first batch of energy efficiency leaders, among which Henan Junhua Development Co Ltd produces synthetic ammonia through hard coal, evaluated by comprehensive energy consumption indicators of synthetic ammonia.

The energy efficiency leader system intends to lay out an industry benchmark and requires all companies to follow this standard to raise industrial energy efficiency levels.

The average energy efficiency in domestic petroleum and the chemical sector is 10%~ 30% lower than leaders, with 40% as the largest gap. The gap between the laggard and the pace-setter is more than 50%, with a maximum distance of 120%, which means the energy consumed by laggards is 2.2 times of pace-setters. For ten released products, if the average energy efficiency in 2015 can reach that of pacesetters in 2011, 21 million tons of coal could be saved per year based on existing production capacity.

The system originated in Japan for the lowest energy consumption as an industrial benchmark to guide other enterprises to reach this standard. Benchmarking enterprises are called energy efficiency leaders and can enjoy grant-in-aid, tax preference policies and honors from the government. Enterprises below the standard would receive warnings, public notices, orders and fines. By taking on these measures, industrial energy savings work would get promoted and the energy efficiency standard would get raised.
