ChemChina: one of the greenest SOEs during 11th Five-Year Plan

Recently, the State Council’s State-owned Assets Supervision and Administration Commission held a conference on energy saving and emissions reductions to discuss the ranking of major SOEs in their energy-saving, emissions-reduction efforts, as well as their management practices and the Top 1,000 Energy-Consuming Enterprises Program under the 11th Five-year Plan. ChemChina stood out as a major contributor to energy saving and reduced emissions during that period, and ranked 16th among the SOEs reviewed.

During those five years, ChemChina, guided by the scientific outlook on development and industry characteristics, developed a zero-emissions approach to management and hit SASAC’s energy-saving and emissions-reduction targets for the period. It did this through innovation, renovation, product-mix adjustments, and technical progress. It cut its energy consumption/10,000-yuan of output value by 47.76% during the period, while the effluents were down 17.9 percent, COD by 28.8 percent, and SO2, 22.1 percent. Per-unit energy consumption of leading products fell continuously, the product mix was optimized, and the company’s use of ion membrane technology in making caustic soda exceeded the industry average of 60 percent, while all of SASAC performance targets were more than met. Meanwhile, the 18 ChemChina companies that are part of the NDRC’s energy-saving Top-1,000 Energy-Consuming Enterprises Program met their objectives.
