ChemChina made its SHE management documents public across the system, on April 1, for management standards, the management system, and the management check list all under the heading “ChemChina SHE Management Implementation Guide”. The SHE system deals with the following: leadership commitment, ideas, policies, vision, resources, information and document management, employee safety, risk management; production facilities and process safety, pollution control, work security, product safety, accident prevention, contractors and suppliers, community awareness, emergency response, reviews, and continued improvement, covering the entire life cycle of products.
The SHE management follows a uniform, standard, useful principle and a three-level mechanism involving ChemChina, its specialty companies, and tertiary subsidiaries. The SHE documents provide a framework and a guidebook for development. Specialty companies draw up their own SHE management handbook, based on their own conditions, while following the ChemChina guides and SHE management standards. They specify job responsibilities and make optimal use of their own SHE system and checklist. Tertiary subsidiaries integrate existing SHE documents with the Qenos SHE management system, in relation to their own conditions. They draw up an SHE management handbook, procedures, and work guides, and perfect the SHE system and its checklist. ChemChina supervises, reviews, and evaluates all their work to ensure that the SHE is up and running, effective, and improving, that SHE policies are enforced, and that all objectives are met. ChemChina’s SHE system is adapted to its own conditions and experiences with applying the Qenos SHE system. It has taken advantage of the success of SHE management in advanced petrochemical enterprises in China and abroad and has adapted itself to China’s safe production standards.
